In order to realize the audacious dream of humanity, it is worth learning to live in symbiosis with a complex ecosystem. At the beginning, you have a certain small set of resources, metropolis tokens, as well as one non-symbiotic city (non-symbiotic city) with a white dome.

The game board in the center of the table has slots for action tiles that you will place in them. In general, the underwater development will last 3 eras, each of which corresponds to its own deck of cards. At the start of an era, each player gets 6 cards and keeps 3. You also get resources, some action tiles, a personal assistant card, and a note to help you keep track of all that wealth.
The order of the move depends on the location of the players` markers on the two tracks. The first, the move order track, determines how contestants will move in the current round. The second - the Federation track - outlines the order of the move for the next round. Players take turns playing cards and simultaneously placing action tiles on free slots. When the color of the card matches the slot, the special effect of that card can be applied. If there is no match, such a card is discarded.
Thanks to action tiles and card effects, you can get valuable resources: kelp tokens, biomaterial, steel plastic, science, victory points and credits. Using resources, you will build the buildings that support your cities, as well as symbio and non-symbio cities, marked by domes of the appropriate color. They will affect the number of points you get at the end of the game.
Tunneled cities will provide your community with resources. This will occur during a separate production phase that occurs three times per game. Over time, you will create a developed autonomous society and connect an underwater civilization to coastal metropolises. And you will be able to provide land cities to solve the problem of lack of resources! You can also upgrade buildings using science tokens, advance on the Federation track, get credit cards and activations that need to be activated before playing on a slot.
When the round marker reaches the area with the gears, the production phase begins, at the end of which each city connected to the grid must be supplied with nutritious food - this will cost 1 kelp token. At the end of the last round, we add PO for the remaining resources and bonus cards to the points earned.
